The Columbus Dispatch published an article on Dec. 1 citing a study released in May by NCRA that concluded that “a stenographic (court) reporter is the most cost-effective, as well as the most efficient, record-making option.” The article discusses a change in opinion by Judge Ted Barrows with the Franklin County Municipal Court who spent several years convincing a majority of colleagues that audio-video-recording systems should be installed in every courtroom to replace court reporters.
