Brazil makes closed captioning mandatory from 2017

On Dec. 8, Telecompaper.com reported that Brazil’s Ministry of Communications has established that, by 2017, all programming broadcast by free-to-air channels must include closed captioning and dubbing for people who are hard of hearing.
